Verification Questions: License, Insurance, and Permits
Nassau County has specific requirements for home improvement contractors, and deck construction specifically falls under the scrutiny of local building departments in the three towns — Hempstead, North Hempstead, and Oyster Bay — each of which runs its own permitting and inspection process. Before signing any contract with a deck contractor in Nassau County, these are the verification questions you must ask.
'Can you provide your New York State Home Improvement Contractor license number?' Every contractor in Nassau County must hold a New York State HIC license. Ask for the number and verify it at the NY Department of State website. It takes two minutes and filters out a significant percentage of unlicensed operators who actively work in Nassau County neighborhoods.
'Do you hold a Nassau County Home Improvement License?' Nassau County requires its own separate contractor registration in addition to the state license. This is a Nassau-specific requirement that out-of-county contractors sometimes lack. Verify through the Nassau County Office of Consumer Affairs website.
'Can you provide current certificates of insurance for general liability and workers' compensation?' Ask for the certificates — not a phone number to call their broker. Certificates should show your address as an additional insured for the project duration. Verify the policy expiration dates. An expired certificate is useless. In Nassau County, if an uninsured worker is injured on your property, you may face personal liability under New York State labor law — this is not theoretical.
'Will you pull the permits?' A legitimate Nassau County deck contractor should pull all required permits as part of the project. If a contractor suggests building without permits or asks you to pull permits yourself to save money, this is a red flag. Unpermitted decks in Nassau County cause major problems at resale and may require demolition to resolve.
Project and Quality Questions
'Can you provide references from recent Nassau County projects and addresses I can drive by?' Local references matter more than generic testimonials. Drive by completed projects and look at them in person. Examine the quality of the railing installation, the uniformity of the decking boards, the quality of the stair construction, and whether the overall execution looks professional. This takes 20 minutes and tells you more than any review site.
'What exact materials are specified in this quote?' Ask for the brand name, product line, and color of every material in the quote — decking, railing, posts, fasteners, and framing lumber. 'Composite decking' is not a specification. 'Trex Transcend Tiki Torch with Trex Transcend Rope Swing composite railing' is a specification. If a contractor won't commit to specific materials in writing, they're leaving themselves room to substitute cheaper products once work starts.
'What does the payment schedule look like?' Standard practice for Nassau County deck projects is 30–40% deposit to cover material orders, progress payments tied to construction milestones, and a final 10–15% payment upon completion and your satisfaction. Any contractor asking for more than 40% upfront or demanding payment before materials are delivered is a financial risk.
'What is your timeline estimate, and what causes delays?' Permit approval in Nassau County towns typically takes 2–6 weeks. Material lead times for composite decking can run 2–8 weeks depending on product availability. A contractor who promises a three-week start-to-finish timeline for a composite deck in Nassau County is either not pulling permits or not sourcing materials properly. Realistic timelines account for permitting and material delivery honestly.
