That's not normal weathering. Any of those left through a Long Island winter usually turns into frozen water inside the wall cavity, and that damage costs a lot more to open up and fix than the repointing would have.

The Permit Reality

Most Suffolk towns, including Brookhaven, Islip, and Smithtown, don't require a permit for straightforward repointing that doesn't change the chimney's height, footprint, or structural makeup. Once a job turns into rebuilding courses above the roofline, adding a new liner, or altering the flue, that crosses into work Islip, Brookhaven, and the Nassau towns do want permitted and inspected. A contractor who tells you every chimney job needs a permit is padding the timeline, and one who tells you no chimney job ever needs one hasn't rebuilt one above the roofline yet.
